(Isaacs, 2008) One aspect that shows Schweitzerââ¬â¢s sincerity in humanitarianism is the fact that he returned to education to study medicine after already being a famous and respected writer on humanitarian philosophy. (Joy, 1950) His choi ce of the medicine profession and example of service in Africa was meant to be a living example of his humanitarian philosophy, and it was, in the highest sense. Cartoon Channels Essay With the advent of satellite broadcasting technology during the mid 1970ââ¬â¢s it became possible for Television networks to air their programs all over the world. By the 1980ââ¬â¢s, Television established itself as a powerful medium of communication and new strategies were devised by television companies to stay ahead in the game. One such strategy was the development of programmes that targeted specific sections of the community. A few of the television channels decided to focus on children and began developing programmes that would appeal to them. It was to leverage this niche market that channels like Cartoon Network came into existence. It was launched in October 1992 in the US by one of the worldââ¬â¢s leading media companies, Turner Broadcasting System. It offered animation programmes from TBSââ¬â¢s extensive library of more than 10,000 Warner Bros, Hanna-Barbera and MGM cartoons. Over the next few years the channel launched in different parts of the globe showing not only their famous cartoons, but also developing original shows. Cartoon Network entered India in October 1995, sharing airtime with Turner Network Television (TNT). As the pioneer in the Indian cartoon and animation market, Cartoon Network quickly gained popularity and had a huge fan base in the metropolitan cities. In my opinion, the U.S. government made right decision about intervening with the countries in around the Mediterranean like Libya. Intervention was considered as ancient and well-established instruments of foreign policy as were diplomatic pressure, negotiations and war. From the ancient times, most countries find it advantageous to intervene in the affairs of other countries. Without any intervention to foreign countries, they would have gone through hard times in everything. The U.S. Humanitarian Intervention on Libya was carried out by international institutions and individual sovereign states and had often been related to the usage of military force. Therefore, it was perceived that it was a mean of ways to stop sovereign states from committing human rights abuse to its people. The major purpose of the U.S. Humanitarian Intervention was to provide protection and support to people in Libya. The U.S. was the most powerful nation in the world and had so many resources like army and aids, which made it to have the rights to intervene Libya (Peterson 443). The U.S. Military played roles of peacekeeper, and protector for this humanitarian intervention. The most outstanding way for this conflict was using military intervention because it immediately stopped hostility and ceased the conflict within the nation. Also, there were the issues of economics and structural problem that needed to be fixed in Libya. As the strongest country in the world, the U.S. used its foreign policy to promote its values of freedom and expanded the democracy throughout the world. The U.S. foreign policy reflected this ideal. However, the U.S. did not attempt to intervene militarily in every country, especially a country with limited sources. The U.S. government had to take careful consideration for making a decision about intervening on Libya because the failure of humanitarian intervention would cause so much loss financially for nothing. When the U.S. government decided about humanitarian intervention on Libya, they considered if the conflicts in Libya would lead to the big war or would harm other countries in negative way. Also, the U.S foreign policymakers had debated the use of the military on each global conflict by considering those factors. The Libya leader Qaddafi never seemed to make a clear decision on where he stood as a leader of the country. He had supported the terrorist group like Al-Queda that worked against Western countries. Also, he used many of illegal weapons that he planned to turn those to the UN after the Iraq War in 2003. Whatever his actual reasons for this, Qaddafi probably made this decision in order to preserve his power. Qaddafi established somewhat democratic programs in his government for the economics, but he made huge mistake in 2011. When a peaceful protest against his rule had begun in Benghazi (Western Libya), Qaddafi chose to respond with violence instead of peaceful negotiation. As soon as he used the violence against his own civilians, President Obama said We cannot stand idly when a tyrant tells his people there will be no mercy (Libya). As a result of the way he handled the situation, the protests got bigger and the number of dead protestors increased. As this became the big issue for the world, the Qaddafi became the issue of the world. The United States military started the NATO mission operation on March 19, 2011 ( Simon). It was the beginning phase of the U.S. Humanitarian Intervention on Libya. This was the beginning stage of U.S. involvement in support of rebels working to overthrow the dictator Moammar al-Qaddafi. It was the most recent use of American military forces for humanitarian purposes on other nation. The leader Gaddafi lost a lot of Libyas main powers to get rid of fighters who were against him. Then, his forces started to fight back and ended up killing so many civilians. Also, it looked it would not end easily because neither Qaddafis force nor the rebels did not have enough power to win the fight. But in August 2011 the rebels took over the capital Tripoli and a temporary government called the National Transitional Council took charge of the country. (Simon) After this event, Quaddafi went into hiding. He committed himself that he would rather die than giving up to the rebels. Many of the innocent people were dying from this event. So, the U.S. government decided to intervene with Libya and destroyed Libyas air defense system in 3 days. The U.S. military supported Libyan rebels fighting the ground campaign in the attempt to overthrow Qaddafi, who had been in hiding March 31, 2011 until October 31, 2011. During the intervention, the U.S. used over two hundred twenty Tomahawk mi ssiles in order to support the rebel advance on Tripoli, Libyas capital and seat of government. As a result, the Libyan National Transitional Council was able to control of Libyas government and soon Qaddafi was killed in an attack on October 31 (CNN). The death of Qaddafi officially ended the U.S. Humanitarian Intervention on Libya. Even though the U.S. intervention brought problems, it saved Libyans lives and averted a humanitarian disaster. Libyans welcomed to the U.S. Humanitarian Intervention because they had no choice except dying under Qaddafis tanks. Since other countries around Libya did not have enough power to intervene Libya, the U.S. had to take that role. Libyans should now care about the future in order to make people safe. In Libya, I thought some kind of intervention should have been done in the earlier stages. One person could not make decisions for an entire country. The U.S. government tried to prevent these types of government. Therefore, the U.S. Humanitarian I ntervention on Libya saved tens of thousands of lives. The U.S. intervention in Libya was a wise decision and a successful action. It prevented a humanitarian catastrophe in addition to security interests and oil. Nicholas D. Kristof, the New York Times Columnist, started his article with a story about an American airman and how Libyan villagers treated him. In the article, he wrote This time my reporting persuades me that most Libyans welcome outside intervention (para.7). Compare to Iraq War in 2003, the civilians of Iraq did not want the U.S. government to intervene to their country. But, Libyans actually wanted the help of U.S. force in order to overthrow the leader Qaddafi. This led the author to the conclusion that Libyans were very thankful to the coalition forces because they saved Libyans lives. Then, he mentioned many doubts about the military intervention and weighed them with few certainties: civilians would die, the Qaddafis family would be locked, and a wrong message would be sent. As the western countries declared, the mot ive behind the military intervention was to save civilians lives and a response to the Arab League and Libyan rebels who approved this intervention to prevent a disaster. When the people in the U.S. saw the civilians in Libya treated improperly, they felt sympathy toward them. According to the U.S. Foreign Policy, it essentially promoted peace, justice and protects citizens amongst international communities from human rights violations. This intervention was a reaction to the rule that the United Nations had approved. Having an International Humanitarian Law sets a standard of rules and helps to prevent international bullying, a trigger for many interventions. This law helps countries promote their national interests, which often assist in the participation of legal institutions, treaties and sets order (IHL). With the world now being closer than ever due to globalization, the development of the international community in the form of organizations such as the UN (United nations) and the EU(European Union), Globalization of the world now becomes more dependent on one another, economically, politically and socially. Therefore, the U.S. Humanitarian Intervention helped them hold elections, and appoint government officials who can carry on the duties sustain a good form of government. The U.S. intervention on Libya was not specifically aimed at violating the sovereignty of a state, but rather their purpose was to protect the basic human rights of civilian. In the article, Mohammad Ayoob wrote The proclaimed goal of humanitarian intervention, undertaken with increasing frequency during the last decade, is to protect the citizens of the target state from flagrant violations of their fundamental human rights usually by agents of the state (Ayoob 81). If a nation became a global problem, it was our responsibility to come in with military power and settle the situation. A nation that threatens lives had to be stopped. Overpowered rulers were usually the cause of these types of nations like Egypt and Libya. That was in our nature to help those who are in need of help. If the U.S. did not intervene to Libya, it could have resulted in more death of innocent civilians and might lead to the war among the countries around Libya because the economics of other countries were a lso affected by the action and behavior of Qaddafi. The U.S. humanitarian intervention can be defined as the successful intervention, which ended the suffering of civilians in Libya. Because the successful intervention of Libya, the U.S. was able to show that it was the peacemaker and dominant power in the world. Also, the civilians in Libya gained their human rights and lived much better lives than before the U.S. Humanitarian Intervention. We cannot imagine what would happen to Libya if the U.S. did not intervene. There might have been the war among the countries around Libya because the leader Qaddafi was causing so much economics crisis and harmful to the other countries. Therefore, the U.S. government made the right decision about providing peace to the civilians in Libya by using the concept of humanitarian intervention. Australia has gone from a highly centralized wage determination system to a mainly decentralized one. There has been a move away from accords and awards to enterprise bargaining, through the 96 Workplace Relations Act. Recent policies include changes to unfair dismissal claims and the 2005 workplace reforms package. Throughout the 20th century, Australia has maintained a system of tribunals to make decisions about wage and non wage outcomes and to help resolve industrial disputes. Institutional forces affect the operation of the free market in order to improve labour market outcomes, such as guaranteeing minimum wages and conditions. The four institutional forces that affect labour markets are Governments, Trade Unions, Employer associations and Industrial Relations tribunal. Trade unions represent groups of workers on a collective basis. The most important trade union is the Australian Council of Trade Unions (ACTU), which is the peak union body to which most unions are affiliated. Trade unions membership has declined substantially from the 1970à ¢Ã¢â ¬Ã¢â ¢s with an average membership of 55% to just 23% in 2003. This is caused by the increase in casual and part time employment, growth in industries with low union membership such as retail and the decentralization of wage determination. Employer associations represent business groups in similar industries in industrial relations matters. They seek wage moderation to maintain profitability. The head employer association is the Australian Chamber of Commerce and Industry. At the federal level is the independently run Australian Industrial Relations Commission (AIRC). They establish and maintain the fair minimum rates of pay and conditions (award safety net system) for all workers. Award wage increases are determined by the AIRC annually after hearing submissions from the government, ACTU and unions. They apply the no disadvantage test to CAà ¢Ã¢â ¬Ã¢â ¢s and AWAà ¢Ã¢â ¬Ã¢â ¢s to make sure workers are better off than the underpinning award. They also help settle industrial disputes through conciliation and arbitration. Move Away from centralized The Accords (1983-1995), were a social contract negotiated between the Federal Government and ACTU on minimum wages and specified working conditions for a number of occupations under Federal awards. This centralised wage system reduced the levels of inflation, industrial disputation and un... ...ver the wage determination role of the Australian Industrial Relations Commission (AIRC). It is meant to boost productivity by increasing workplace flexibility and placing new constraints on unions. The change is aimed at having workers covered by individual employment agreements rather than collective awards. Its creation is a big win for employer groups, who have campaigned for decades to strip back the powers of the industrial relations umpire to determine workplace arrangements. However, many believe it will lead to a reduction in pay and conditions. New legislation will also strip back minimum employment conditions. The current 20 "allowable matters" will be cut to about 16. The wage determination system has moved from centralised determination through National Wage Cases towardst an enterprise bargaining framework. Safety nets are there mainly for low paid workers who are unable to secure wage increases under enterprise bargaining. There has been sustained moderate wage increases, low inflation, strong productivity growth and employment growth. This system appears to generate the best of both enterprise agreements and centralised wage determination.

ââ¬Å"The only reason for the existence of a novel is that it does attempt to represent life.â⬠Stated Henry James in ââ¬Å"The Art of Fictionâ⬠page 437. I agree with Mr. James that feelings and ambitions formed in characters do represent life. The idea of characters and how real they should is represented in page 440. Characters, in my opinion, form the novel itself. It is the characters and incidents corresponding in a novel, which make a good one. There are two kinds of characters: the round character, and the flat character. The round one has contradictions and develops with the progress of the novel. The flat character does not change; if it is good then that is the way it will stay, or if it is bad it will also stay as it is with no progress in it. There are as well minor characters, which are there to help the novel to develop, and make incidents more reasonable. Characters form actions, in my opinion, and actions form the incidents of a novel. In page 438, Mr. James stated that ââ¬Å"the action of menâ⬠is ââ¬Å"the taskâ⬠of writers. It is not only important to show charactersââ¬â¢ feelings, but also to see them in action. A novel I would refer to that may get to be the opposite of that statement would be To the Lighthouse by Virginia Woolf. The novel does not have much action, but shows a lot of inner thoughts and feelings of the characters. The time passes by slowly at the beginning of the novel, which may make you feel dull. The story still is a genius one. These form of novels are called ââ¬Å"the stream of consciousnessâ⬠, and its form goes by hearing charactersââ¬â¢ thoughts and their inner emotions. Mr. James prefers, as I interpret, that a novel should have characters combined with the actions they go through. I agree with him, since I find much pleasure in reading such works of fiction. That is of course my own taste, and not my own opinion, since an opinion should be objective. In conclusion, life can be seen in characters, which are in action. Also in corresponding of incidents that can be thought to be logical. If any work of fiction has logical events, and can be taken to be true, then it is a successful one. Any novel does not have to be only a copy of real life.

For poor people, water scarcity is about ensuring the fair and safe access which they need to secure their livelihoods, and sustain their lives. FOA, n. d. ). About 1. 8 billion people only can access water within one kilometer and consume around twenty liters per day; people in United Kingdom use on average 150liters per day. One out of every five children (400 million) from the developing world does not have access to safe water. Around 443 million children lost their school days each year from water-related illness (Shah, 2010). Furthermore, lack of water means millions of women are spending many hours every day in collecting water, sometimes from several miles away (FOA, n. d. ).It is clearly show that water scarcity is preventing them from attaining even first step on the socioeconomic ladder. Water scarcity has a huge influence on agriculture fields and food production. (Sentlinger, n. d. ) Since agriculture is the biggest water consumer, it takes 70percent of the total use; water deficiency causes weak farming harvest, loss of animal wealth in farmland, and leads to insecurity of food. (ââ¬Å"Water securityâ⬠, 2010) Moreover, the amount of water needs for food production is the problem. People desire more and more water for even more agriculture.Yet the most major contributor to water scarcity and to the ecosystem is the way people use water (Molden, De Fraiture, & Rijisberman, 2007). In addition, the quantity, availability, and price of key food product inputs can be directly impacted upon by water scarcity having a negative affect on animal and crop yields. The price of food commodities is particularly vulnerable and defenseless to the shocks of unexpected extreme weather incidents, while animals yields are highly at risk from raised water temperatures especially aquaculture and access to clean water sources (Krechowicz, Venugopal, Sauer, Somani, & Pandey, 2010).Within the next ten to twenty years, the wate r crisis seems likely to trigger significant shortfalls in cereal production. As a result, an enormous global food crisis will occur (Quarterly, 2010). Water scarcity, the global critical issue cause increasing environmental stress, and it affects the ecosystem. In order to solve the water scarcity problem, huge dam construction causes interception of river flow, and it is endangering the dependent creatures.The study estimated 24% of mammals, 12% of birds, and 10% of freshwater fish types are endangered (ââ¬Å"Water securityâ⬠, 2010). Increasing consumption water not only decrease the amount of water for human development but has brought a profound influence on the aquatic ecosystems and their supported stocks (World Water Council, n. d. ). In addition, freshwater species also experience habitat degradation and changes of thermal regimes which relate to climate alteration and water impoundment (Arthurtonet al. , n. d. ).More than half of native freshwater in South Australia a re already listed as rare, endangered or vulnerable and the problem is worsening by the drought which makes conservation difficult, once their habitats dry up (ââ¬Å"Water securityâ⬠, 2010). Covich, Postel and Carpenter explain that the life those ecosystems support and the health of aquatic ecosystems are in the risk stage because of the withdrawal of more fresh water for industry, agriculture, or cities in many areas (as cited in Postel, 2000). Over and above, water scarcity brings a big effect on human health.The single most important issue determining public health which has been identified by the World Health Organization is clean water (ââ¬Å"Problem: Fresh waterâ⬠, n. d. ). The global water crisis causes death and disease in the world taking more than 14,000 peopleââ¬â¢s lives which include 11,000 of children under age five take each day (West, n. d. ). Poor water quality raises the risk of diarrhoeal diseases such as dysentery, typhoid fever, cholera, and othe r water-borne infections. Meantime, diseases such as trachoma, typhus, and plague are caused by water scarcity.People store water at home due to water shortage; this will increase the risk of household water contamination and providing mosquitoes with a breeding ground, which are carriers of malaria, dengue fever and other diseases (World Health Organization, n. d. ). Human health is the most important issue but now water crisis already put human health below the safety level. The ever-increasing world population is a prime cause of the water scarcity. As populations grow rapidly, industrial, agricultural and individual water demands increase (ââ¬Å"Global water shortageâ⬠, n. . ). In the last century, global water consumption amplified six fold which is more than twice the speed of population increase and it is believed that water consumption will continue growing and outpace population growth in the future; however, the available freshwater is limited which is less than the one percent of the total water on the Earth (ââ¬Å"Water scarcity andâ⬠, n. d. ). Postel predicted the world is now facing the issue of insufficient water supply and foresees that problem of water supply or water availability will get worse for the next 30years.Consequently, Sandra argued it raises the issues of water supply in agriculture, production for human demand due to increase of income, and providing drinking water (as cited in Environmentalist on Water Conservation, 2010). Water shortage also happens because of decreasing groundwater level. In 2000, global water withdrawal was predicted to be 30% of the worldââ¬â¢s total available fresh water supply. Before 2025, this fraction might reach 70% (ââ¬Å"Water security andâ⬠, 2010). The water level underground in different parts of the earth are called water tables (Edwin, 2010).Water tables are dropping because of the over-pumping out of groundwater in many countries in a large portion (ââ¬Å"Problem: Freshâ⬠, n. d. ) which already exceeds natural replenishment (ââ¬Å"Water security andâ⬠, 2010). The lack of the rain water falling causes ground water to flow into the sea. This will cause a slow decrease of the ground water level and this has to be controlled to try to make the water table increase. Water mining is happening atà twiceà the speed of natural renewal, causing aquifer water tables to fall by 3 to 10 feet per year in most parts of the country.As a result, the deeper the water table, the more tough it is for those who need to use it (Edwin, 2010). Water scarcity happens due to its distribution but not the total volume of water worldwide (King, 2010). There are various reasons which cause water shortage. Based on research, global warming is one of the major roots of water scarcity (ââ¬Å"Problem: Freshâ⬠, n. d. ). The global temperature rises which leads to upstream glaciers melting into water. This might possibly be permanent and will cause various rivers to reduce in size and some will disappear completely.As there is less snow and more rain, the sea water level increase will encroach into the lower reaches of the streams. There will be more flooding and runoff during the rainy season, but water held as ice and snow in the mountains will also be less for use in the dry season (King, 2010). Yet, global warming raises the chance of evaporation losses from the surfaces of rivers, lakes, and reservoir (Glennon. 2005). Climate change ââ¬Ëcontributesââ¬â¢ to the water deficiency. It brings intensive and more frequent droughts (ââ¬Å"Water security andâ⬠, 2010).The sum of water available to refill groundwater sources impacted upon by the rate of evaporation differs a great deal, depending on relative humidity and temperature. Government plays an important role in solving the water shortage problem.While the finalà custodian of the national water resources must be the government and must play the key role in deciding strategies and frameworks (ââ¬Å"Waterâ⬠, n. d. ). Some governments instil some rules and regulations to ensure the water supply lasts longer, for example, Arizonaââ¬â¢s Groundwater Management Act, which enforces regulati on on all users including cites, farms, and mines over 45years (Glennon, 2005). This innovative law results by starting an effective and comprehensive approach to groundwater management (Arizona Department of Water Resource, n. d. ).On the other hand, Chinaââ¬â¢s 11th five year plan from year 2006 to 2010 is focused on the development of technological innovation and water works for ensuring water supply and the safety of drinking water; it is also improving flood control and mitigation of disaster, and enhancing water saving and conservation. In constructing water conservation programs, governments still have a critical task to play. (Glennon, 2005) An alternative solution for water shortage is implementing new multination water sharing treaties. Currently, there is a large quantity of treaties in effect concerning water, yet most of them do not distribute properly.These ineffective agreements will also lead to apprehension between nations. There are 261 major riversââ¬â¢ wate rsheds presently shared by two or more nations (Gleick, n. d. ). The Rio Glande Compact which exits between the United States and Mexico has gone through debate, experiment and negotiation to reach agreement. Basically, a water sharing treaty distributes water based on land, population, and contribution to supply to ensure appropriate allocation. Reduced uncertainty or future population, industry and environmental needs are some of the benefits of the treaty (War, 2011).Furthermore, sharing a treaty can let both countries have the high cost-sharing; (Diar, 2008) yet can improve the economics of the country (War, 2011). To conclude this, a multinational treaty would be exceptionally beneficial in resolving water arguments as well as reducing animosity and tension between countries. As, 97. 5percent of water on the earth is seawater (Arthurtonet al. , n. d. ), desalination of seawater is one of the long term solutions for water scarcity (Medalla, 2009). Desalination means remove salt from seawater.Desalinisation is explained as filtering salty water through chemical membranes filters and removing the salt through electro dialysis and reverse osmosis leaving only fresh water as end product. In the Middle East and North Africa, about 130 nations have already worked by this procedure. However, the desalinization process has become much more practical for city areas and reverse-osmosis systems have attained significant enhancements recently. Arrandale shows globally implementing simple water recycling and filtration systems would be a relatively easy task that would reap outstanding benefits.Making these global advancements would be an economically viable and environmentally friendly sustainable green step in the right direction towards the reduction of global water scarcity (Schwikert, Hall, & Jen, n. d. ). If compared with ten years ago, the cost of desalination has considerably lowered; this shows that making this type of solution is now more practicable. The des alination industry has also undergone other positive developments and technological advancement in capacity and filtration that have reduced general operating costs (Medalla, 2009). In conclusion, the problem of water scarcity is growing.As more demand is made on limited supplies, the effort and cost to develop or even sustain access to water will rise (ââ¬Å"Water scarcity: Theâ⬠, n. d. ). Indeed, solution for water scarcity is a necessity which has been mentioned, such as water sharing treaties, environmentally opposed desalination solutions, and governmentââ¬â¢s rules, regulations and plans. Apart from corporation, agencies, and governmentââ¬â¢s efforts, everyone can contribute too. Every small thing makes a difference for the world. Furthermore, people can just buy only fair-trade products, only organics, only sustainably certified seafood, wood and paper (Caldecott, 2008).The next generations deserve a better future!
